Transferable state tax credits
Some states let the taxpayer who earns a credit sell, transfer or assign it to another taxpayer. Buyers, including individuals in some programs, pay less than face value and use the credit against their own state tax. This index lists every credit on our state pages that an official source says can be transferred, including limited transfers (for example only to a lessee or purchaser of the property).
Facts checked 2026-11-02. Rules on who may buy, transfer fees, registration and carryforward differ by program; read the linked official source before buying or selling a credit.

Before buying a state tax credit
Check that the state agency has certified or issued the credit, that the program allows the transfer you are offered, any per-taxpayer annual use limits (Virginia caps land preservation claims at $20,000 a year, South Carolina caps conservation credit claims at $52,500 a year), and whether the state requires notice or a transfer form. See questions to ask a tax credit broker.
